3:05 p.m.	New Classified Senate Rep & Vice Chair	I Vice Chairs	Classified Senate confirmed Lisa Ly as the CS designee &  Vice Chair to the committee. Team welcomed Lisa.
3:07 p.m.	Dining Services Request for Proposal (RFP) Update Food Services RFP#1926 Winter 2024	I Co-Chairs	Dining Services RFP was posted to Planet Bids. Due date is Feb. 27, 2024. Department continues to see significant losses. Year to date loss is $350k.   Even if  more on-campus classes Dining Services would not be able to survive as expenses continue to exceed revenues. Even post pandemic the department’s expenses exceeded income. Declining enrollment, increased costs, and increasing staff expenses such as COLA are the main factors driving the decline.
3:20 p.m.	2024-25 Joint Analysis of the Governor's Budget Proposal	I Co-Chairs	Joint analysis is projection document. May revise gives better sense of final budget. Overview of document. Not all state programs receive COLA. Result is that any FHDA negotiated COLA expenses will have to paid from general fund.
3:30 p.m	DA Carryforward Analysis Q2 FY23/24	I/D Co-Chairs	Carryforward Analysis - YTD Forecast presented @ 09/14/023 meeting reflected a beginning FY23/24 balance of $758,957. Projected FY23/24 EFB of ($1,456,900).  BAC approved using Capital Project funds to augment the budget. Q2 projections are $9,527 including the one-time transfer of $1,416,427 from the Capital Project funds. Next document will forecast FY24/25. Capital project which did not go ahead was improved accessibility and increased outdoor learning spaces in S- Quad. Still strongly advocating for a realignment of B budget at the district level. Without increase to B Budget or other revenue, the college ending fund balance in future years will be negative.
3:40 p.m.	DA Vacant positions (all funds)	I/D/A	All Vacant positions for all funds. RAPP waiting for release of funds for prioritization of position requests. HR position control was a mess and it took months of collaboration with Business services & Campus Fiscal Services to come up with an accurate report.  If a RAPP & CC approved position does not go forward for whatever reason the money stays at RAPP for reallocation. Base salary is used for vacant positions.
3:50	General Fund Vacant Position Review and Release of funds to RAPP. Tranche #3 July 2023- Jan 2024.		Vacant general fund positions received July 2023 -  Jan 2024. Tranche #3 general funds release $934,926.45. Increase of base salary includes COLA. There is no estimated amount for classified and administrator positions as they have a large range of salaries.  RAPP requires classification level for requested positions to help guide the decision-making process.
